Item Obstacle to Effective Implementation of Policies in the Local Government System in Nigeria(Lead City University, 2023-12) Bayonle Fatai IBIKUNLEThere is an urgent and critical need for improving the development process of developing nations. This need can be met starting from the grassroot governance where the common citizens can experience the impact of the government, that is, at the local government level. The pace at which this can be achieved is basically hinged on the ability of the government to formulate appropriate policies and more importantly, on the effective implementation of the formulated policies at the local government level. Against this background, the study explored the importance of the roles of public bureaucracy in the implementation of policy at the local government level and obstacles inhibiting the effective implementation of the policies. In carrying out the study, secondary sources of data gathering were used and consequently, descriptive analytical design was adopted. The study was hinged on localist theory, participatory democracy theory and efficient theory. The findings revealed that there are some factors and circumstances that constitute serious obstacles to effective policy implementation in the local government in Nigeria. These factors, among others, include corruption, lack of sufficient materials and labour, ethnicity and undue political influence. Change of attitude on the part of those entrusted with the task of implementing public policies and governments or administrations in the country ensuring that there is continuity in policies and programmes despite change of governments are few of the recommendations made in order to overcome the obstacles and challenges and to reposition the public bureaucracy for effective implementation of policies.
