Item Human Capital Development, Work Environment and Service Delivery by Library Personnel in Tertiary Institution Libraries, Ondo State, Nigeria(Lead City University, 2022-12) Omolabake Eunice, AKINYEMIThis study explores human capital development, work environment, and service delivery by library personnel in tertiary institutions’ libraries, in Ondo State, Nigeria. A descriptive survey research design is adopted for the study. The population of the study is 140 comprising both librarians and library officers in tertiary institutions in Ondo State, Nigeria. Data are collected through a structured questionnaire and are analyzed using both descriptive and inferential statistics. Linear and multiple regressions are used for hypothesis testing at a 0.05 level of significance. The findings ascertain the types of library services in tertiary institutions' libraries include technical, readers, and ICT services. Both the level of service delivery by library personnel and human capital development of library personnel in the tertiary institutions’ libraries are high. The Ho1 reveals there is a significant influence of human capital development on service delivery by library personnel in tertiary institutions’ libraries in Ondo State at (R = 0. 776, p<0.05).The Ho2 reveals the significant influence of work environment on service delivery by library personnel in tertiary institutions’ libraries in Ondo State at (R = 0.812, p<0.05). The Ho3 reveals that there is a joint influence of human capital development and work environment on service delivery by library personnel in tertiary institutions’ libraries in Ondo State at a low rate. It is, therefore, recommended that Library management should give the necessary support to the library personnel in continuous education and training to acquire more skills, knowledge, and abilities to enhance their service delivery. Also, a conducive environment should be provided for the library personnel to carry out their duties effectively.
