Item 21st Century Public Administration Competencies and the Quest for Sustainable Local Government Administration in Ekiti State, Nigeria (2010-2020)(Lead City University, 2022-12) Rufus Adedire ALADEYELULocal government administration as the third tier of governance implies that a lot is expected from it, if it is to attain development. However, adequate attention has not been given to investigate sustainable Local Government Administration in Nigeria, hence this study analysed sustainable Local Government Administration in Nigeria in the face of 21st Century skills and competencies in selected Local Government Councils in Ekiti State, Nigeria. The study used descriptive research design with the population of 858 respondents. The study used multistage sampling technique. Structured questionnaires were utilized for data collection. Data generated were analysed using descriptive statistics such as percentage, frequency and histogram. The study revealed fostering ethical behavior through staff training on administrative ethics and the local government code of ethics on personal and professional integrity (50.2%). The study also revealed advocating for diverse viewpoints to be considered, finding it out when missing at the extent of community engagement to support good decision making (50.2%). The result showed being aware of and acknowledging culturally significant events for employees and community members at the extent of equity and inclusion (44.2%). Furthermore, the results revealed that creating a positive atmosphere where interactions are based in respect and professionalism of staff effectiveness (50.1%). The study also showed that identifying areas where each employee would like to gain knowledge or skills and developing a plan to acquire those skills and knowledge at the extent of personal resiliency and development (52.2%). The study concluded that there was an established nexus between public administration competencies and sustainable local government administration in selected local government councils of Ekiti State. The study suggests future research on the roles of public officers on sustainable local government administration. During the last decade increased performance and reduced cost has made them more accessible to larger consumer groups. The price point is still however high, where popular scanners are in the price range of 300,000 NGN-500,000 NGN. The objective of this thesis is to investigate the current 3D scanners in the market, considering both time-of-flight and triangulation in terms of accuracy and limitations and compare there results to build a more cost effective model of the 3D scanner at the end of the thesis. For validation purposes the constructed 3d scanner will be put through tests to measure its accuracy and ability to create realistic representations of its environment. The constructed model produced significantly less accurate results and scanning time was much longer compared to a popular competitor. This was mainly due to the cheaper camera sensor used for the model and not the mechanical construction itself. There are however many applications where higher accuracy is not essential and with some modifications, a low cost solution could have many potential use cases, especially since it only costs 1% of the compared product. Keywords: Triangulation, 3D scanner, Time-of-flight, Laser scanner Word count 185Item A Comparative Analysis on the Laws of Succession in Nigeria and the United Kingdom(Lead City University, 2023-12) Sarah Bamro ISHAKUThe Nigerian Legal System developed from the British legal system as Nigeria was a British colony until independence in 1960.The law of succession in Nigeria is thus governed by various legal instruments which includes Received English laws, Nigerian legislation and Administration of Estate laws and customary laws of the various ethnic groups and Islamic law while the United Kingdom’s legislature have passed legislations to regulate succession such as the Wills Act 1837 and the Administration of Estate Act1925.. This thesis was carried out through a qualitative research, materials were sourced from both primary and secondary source which include statutory laws, customary laws, books, journal articles and the internet. This thesis examined the laws of succession in Nigeria and the United Kingdom and carried out a comparative analysis and despite the seeming similarities of the laws of succession between the two countries, the laws differ from one another and have distinctive features in terms of uniformity, codification and the rights of testators, spouses, family and dependants. This thesis offer ways on how the estate of a deceased can be properly administered and distributed hindering meddlesome interlopers claiming rights that are not theirs in the first place which is common under the customary law of inheritance. Creating Sustainable Development is of significant importance as it helps to address the social, economic and environmental challenges faced in Nigeria. However, there has been a major problem in Nigeria towards achieving sustainable development in Nigeria in line with the vision 2030 17 Sustainable Development Goals. This study seeks to do a constructive intervention in Martha Nussbaum’s and Ingrid Robeyns’ Capabilitarianism vis-à- vis solving the problem of sustainable development in Nigeria. It employs a qualitative research design using the method of secondary data collection in order to systematically analyze the data before relevant conclusions are drawn. In achieving sustainable development in Nigeria, especially the SDGs 1, 3, and 5, there is a need for constructive intervention using the capability frameworks of Martha Nussbaum and Ingrid Robeyns. This is done by harnessing the strength of both approaches and doing away with the weaknesses in order to promote human well-being and achieve the sustainable development goals, some of which includes emphasizing the central human capabilities needed to achieve a dignified life, advancing equality and social justice and more through several constructive interventions needed to improve their lives and guarantee a future that is richer and more sustainable. The belief is that society is ultimately human-driven. Thus, if the SDGS 1, 3 and 5 are theoretically pursued and practices, then the developed Nigerians, in turn, fundamentally work towards the institutional development of the Nigerian State. Specifically, the study critiqued the impact of the United Nations Security Council in maintaining international peace globally and assisting the navigation of difficult path from conflict to peace, the impact of the United Nations Security Council cooperation on social, economic and cultural developments of member nations and ultimate influence on global peace, dimensions of the asymmetric relationship between the permanent members and non-permanent members of the United Nations Security Council in attaining global peace and the activities of United Nations Security Council and how it affects the development of friendly relations among nations on principles of equal rights and self determination to achieve global peace under international law, were all examined by the study. Participants of the study were made up of five (5) respondents from each of the five permanent member countries, this gives a total of Twenty (20) respondents. Descriptive research design which allowed for analysis of content was used in this research work because data were gathered through interviews and this was intended to better understand the subject matter and provide valid data. From the research findings, the respondents revealed that the United Nations Security Council has succeeded in maintaining world peace to a greater extent. The result revealed the extent to which the United Nations security council has maintained international peace in assisting the navigation of the difficult path from conflict to peace. Finally, the study recommends that United Nations Security Council’s roles are to prevent nuclear proliferation, clear landmines, and promote disarmament and also that the United Nations Security Council maintains peace and security by constituting peacekeeping and special political missions. This study introduces a novel solution that combines Radio-Frequency Identification (RFID) and Facial Recognition technologies to create a robust attendance management system. By leveraging the capabilities of both hardware and software components, this system offers a seamless and accurate approach to recording and managing attendance data. The hardware component of the system utilizes Arduino microcontrollers and RFID modules to provide individual identification through RFID cards or tags. Each user is assigned a unique RFID card that triggers the RFID module to record the attendance information. Simultaneously, the system captures facial images using a camera module for facial recognition. A Python program processes the data using Open CV, associating it with the respective user's profile and initiates the facial recognition process. The facial recognition system identifies users by comparing the captured facial features with the pre-stored templates in the database. The system offers several advantages, including high accuracy in attendance recording, enhanced security, and rapid processing of data. Moreover, the combined approach reduces the time spent on proxy attendance, ensuring the integrity of attendance records, and creating options for attendance. The system also provides real-time attendance tracking and generates comprehensive reports for administrative purposes. This research presents a step- by-step implementation guide for setting up the RFID and Facial Recognition Attendance System using Arduino and Python, making it accessible for educational institutions, businesses, and organizations looking to streamline attendance management. The system's effectiveness is demonstrated through extensive testing, highlighting its reliability and robustness. The system represents a cutting-edge solution for modern attendance management needs. By harnessing the capabilities of the technologies adopted, this system offers a secure, accurate, and efficient approach to attendance tracking, paving the way for improved organizational efficiency and data integrity. Despite significant efforts in object detection and tracking, an efficient method which provides high computational efficiency has not been developed. Hence, in this work a Hybrid Particle Swarm Optimization Convolution Neural Network (CNN-HPSO) technique was developed to improve computational efficiency in object detection and tracking. The video datasets (MP4 and AVi video formats) used in this work were obtained from a conventional online database and on a real-time basis from YouTube. Multiple frames sampled from the video clips were pre-processed and then segmented. An Enhanced Particle Swarm Optimization (HPSO) was formulated from standard PSO and was applied to Convolution Neural Network (CNN). CNN- HPSO technique was used for edge detection and extraction of the boundary of the image and the object tracking was finally carried out. The work was implemented using MatLab R2016 software. The average results of CNN-HPSO, CNN-PSO and CNN on the videos with MP4 format yielded processing time, accuracy, precision, FPR, sensitivity and specificity of 165.89s, 97.08%, 98.41%, 7.75%, 97.82%, and 92.25%; 179.52s, 94.25%, 96.99%, 10.37%, 95.23% and 89.62%; and 189.19s, 89.95%, 93.64%, 15.56%, 91.95.33% and 84.44% respectively. For the videos in AVi format, CNN-HPSO, CNN-PSO and CNN produced similar average results with processing time, accuracy, precision, FPR, sensitivity, and specificity of 185.09s, 96.62%, 98.23%, 7.80%, 97.34% and 92.19%; 198.24s, 94.83%, 97.62%, 8.56%, 95.46% and 91.43%; and 216.59s, 91.30%, 93.98%, 15.09%, 93.67% and 84.91% respectively. In this research, a CNN-HPSO with associated high computational efficiency was developed. The developed technique can be used for solving other related optimization problems. The importance of medical imaging cannot be overemphasized. In dentistry, dentists often use radiographs, especially in finding hidden dental structure, bone loss, malignant or benign masses, and cavities that cannot be examined during a visual examination. The use of dental radiographs also helps dentists to detect hidden dental diseases early. This study is a continuation of previous work which bothered on the development of an expert system for the diagnosis and prognosis of 20 Common dental diseases using Bayesian network. The work was developed using several symptoms associated with dental disease for diagnosing dental diseases (D1- D20). The study was limited to symptomatic diagnosis which however has some obvious gaps such as the uncertainty in the reasoning associated with Bayes rule, the use of Pain as a parameter among others that were filled through the use of deep learning tools on dental periapical radiographs through an improved model. The improved model was developed integrating mathematical morphology (MM) operations (dilation, erosion, opening and closing) in the convolution layer of CNN, for data preprocessing and quality feature extraction. With its high sense of intelligence (artificial) obtained during training, the system receives dental images and analyses them automatically for various clinical findings with which 6 dental disease problems were solved. With an achieved accuracy of 99.78%, it can be established that this system can be used in dental clinics with high confidence giving very little or no-error-diagnosis. To make this system more scalable and robust, more dental diseases should nbe added through other MM based theory like lattice, topology and random functions other than set theory-based MM used in this study. Therefore, this study aimed at appraising natural lighting of selected National and international architecture buildings with a view to garner sufficient theoretical information that can inform the proposed design of the Architecture Faculty building of the Leads City University. It can be inferred from the case studies examined in this work that the international architecture buildings had adequate natural lighting features hence building occupants enjoys more benefits of natural lighting. A high level of idleness disengagement and unemployment was experienced by a great number of populace, the imposed lock-down period was not positively utilized due to either non-availability or non-proximity of recreation centers within the reach of the community. The economic hardship imposed by the pandemic prompted some citizens especially youths to engage in sorts of immoral acts having negative effect on their Physical and mental well-being. This study is therefore set to meet the need for the design of a recreation centre using adequate landscaping elements to achieve psychological well-being.The research deploys a case study approach through selection of five (5) recreation centers, and through analysis and observations of the selected cases. This predicament can be attributed to various factors, including societal stigmatisation, limited availability of resources, and residing in geographically isolated areas. This study addresses the persistent challenge of providing timely and individualized mental health treatment through the development of a web-based chatbot for personalized therapy. The study comprises the utilisation of a dataset containing frequently asked questions (FAQs) related to mental health. Preprocessing techniques, including lemmatization, lowercasing, and duplication removal, are employed in order to prepare the data for analysis. The machine learning model, which utilises neural networks, undergoes training and has a negative association between epochs and loss magnitude, suggesting enhanced performance as the training progresses. The findings indicated that the developed chatbot demonstrated a high level of proficiency in delivering personalised mental health care that is relevant to the individual, providing fast responses, and offering appropriate recommendations for therapy. Additionally, the user feedback received during the performance evaluation highlights a high level of satisfaction and a strong inclination to utilise the chatbot again in the future. The study highlights the potential of chatbots, particularly those based on LSTM architecture in effectively addressing mental health issues and enhancing the availability of resources. The study therefore recommends that continuous improvement refining and enhancing the chatbot's capabilities by regularly updating the chatbot's knowledge base, therapy recommendations, and conversational abilities to ensure it remains relevant and effective. The main goal of this thesis is to develop a journal plagiarism checker and provide an interface that will be used for journal submission and check for plagiarism. The objectives in achieving the set goal are: Designing of the document repository, design of the design of the plagiarism checker algorithm and the development of the whole system with HTML, CSS, PHP, JavaScript, Xamp Server. The system is targeted to helping students take their research seriously and also to reduce the rate at which students plagiarize in their research work and to also help students with the selection of research topic that has not been done by someone else before so as to prevent plagiarism. The journal plagiarism checker makes use of clustering techniques in data mining and KNN algorithm and Trigram algorithm is deployed for the implementation of the system. The system will give accurate plagiarism report and it will take less time to complete its execution. The cost of implementing the system is minimal compared to the cost of other plagiarism tools available online. The system is deployed into the Department of Computer Science in Lead City University. Word Count: 232Item Acceptability of Human Papillomavirus Self-Sampling among Women Living With Human Immunodeficiency Syndrome in Africa: A Systematic Review(Lead City University, 2022-12) Olunike Rebecca ABODUNRINHuman Papillomavirus self-sampling is a process in which a woman who wants to know if she has an HPV infection collects a cervicovaginal sample herself with a kit and sends it to a laboratory for analysis. Self-sampling has the potential to increase the uptake of cervical cancer screening among women living with HIV in Africa. Immunosuppression and low CD4 counts caused by HIV infection predispose women living with HIV infection to an increased risk for cervical cancer and the development of intraepithelial lesions. Although the majority of HPV infections are asymptomatic and cure on their own, chronic HPV infection can lead to illness. In women, persistent infection with specific HPV types (most often HPV-16 and HPV-18) can cause precancerous lesions that can proceed to cervical cancer if left untreated. The causal relation between HPV and cervical cancer has enabled self-sampling to be envisaged as a possible screening method in low-resource settings. Also, in Africa, research conducted on the acceptability of the self-sampling of HPV among HIV patients is few. The purpose of this study was to evaluate the acceptability of HPV self-testing among women living with HIV, the uptake of cervical cancer screening services, the frequency of cervical cancer screening, the clinical treatment provided for cervical lesions/HPV positive and the social harm/adverse effects of self- sampling. PubMed, Cochrane Central Register of Controlled Trials and Google Scholar were used to search for articles on HPV self-sampling among women living with HIV in Africa published as of 1 September 2020. The Preferred Reporting Items for Systematic Review and Meta-Analysis Protocols (PRISMA-P) 2020 guidelines were followed to design and report the results. A total of 1074 records were identified through electronic searches. After applying the screening criteria, 7 studies were eligible for inclusion in the review and were analysed. Five articles reported the acceptability of self-sampled tests, five studies stated the participants that tested positive, only two reported follow-up, two studies reported social harm/adverse effects of self-clinician sampled test and no study reported the frequency of cervical cancer screening. HPV self-sampling is an effective and achievable substitute for clinician sampling in Africa. It could improve the uptake of cervical cancer screening and reduce the mortality rate of cervical cancer in Africa. This is because the general public places a high level of faith in the trustworthiness and faithful representation of the information that accountants which is critical for sustaining the profession's reputation and legitimacy. Due to the abundance of accounting scandals around the world during the past 20 years, its reputation and credibility have come under scrutiny. As a way to reverse this trend, accounting scholars have identified tertiary-level accounting education as a viable strategy to develop a new generation of morally competent accountants who will restore the public’s faith in the integrity of the profession. It was against this backdrop that this study examined the impact of accounting education on the moral competencies of accounting students enrolled at the Federal Polytechnic Ilaro, Ogun State. The study adopted a cross-sectional survey research design based on the Deontology theory whereby open-ended ethical scenario-based questionnaires were distributed to 175 HND 2 accounting students in order to collect data on their perceptions of accounting education at the Polytechnic as in order to measure their moral competencies. Cronbach alpha of 0.81 for both questionnaires demonstrated their reliability as data collection instruments. Data on accounting education was also collected through a close- ended questionnaire survey of 12 accounting lecturers at the Polytechnic. Descriptive statistics was employed to analyse the demographic data of the respondents while multiple regression analysis was used to test the study’s hypotheses. The study found that accounting education had a considerable influence on accounting students’ moral competencies in terms of their honesty, objectivity, competence, confidentiality and professional behavior. The research examines the accounting information system and financial performance of selected tertiary institutions in Lagos State, Nigeria. A self-administered questionnaire was used to collect primary data. A total of 131 questionnaire were administered among the top members of staff consisting of a total stratified population study of 190 in the Bursary department, Audit and stores and procurement units and some other Top level management and academic members of staff charged with roles of budgetary or accounting and financial roles which constitute a stratified sample size out which of 109employee of Lagos State University, Lagos State Polytechnic and Michael Otedola College of Education. The statistical tools adopted for the analysis includes the descriptive analysis of the Likert data of level 1 to 5, and the use of the Multivariate Regression analysis. The finding showed that there is significant relationship between AIS and financial performance of institutions data. The multi variate regression analyse shows that the P-Value for the dependent variable “Timely and Error Free Financial Reporting” when the adoption of AIS is below average is 0.128, which is greater than the level of significant (0.05). Therefore, accept the Null hypothesis, and conclude that when the level of adoption of AIS is above average as considered by the respondent, there is no significant effect of AIS on the “Timely and Error Free Financial Reporting. Testable hypothesis concludes that the involvement of AIS in an organization, improves timely and Error Free Financial Reporting required by supervising Government Ministries, Departments and Agencies (MDAs). The survey method was adopted, 10 private primary schools where chosen in the Oluyole area local government of Oyo state, while 400 questionnaires was shared to parents of primary 4 and primary 5 pupils using the purposive sampling technique. A self-designed structured questionnaire was used to source data. the data collected were presented and analyzed using spss. Results obtained revealed that 50% of children regularly used their digital media gadgets for leisure and entertainment, while 47% of children regularly used their gadgets for assignments. 61% of children used their mobile phones regularly. The study results showed that active mediation will bring about positive change to primary school pupils use of digital media gadgets with squared value of 62.7% and 24.4%, restrictive mediation helps to control the use of digital media gadgets by primary school pupils with squared value of 57.1% and 27.2% while co-using mediation ensures that it brought about the effective use of digital media gadgets among primary school pupils with squared value of 45.7% and 67.1%. the study recommended that there should be a plan creation for family’s media usage, children should not spend screen time alone and parents should react to media in their child’s life the way they’ll react to another environment. Studies have shown that the volume of waste does not actually constitute the problem but the ability or inability of governments, individuals and waste disposal firms to keep up with the task of managing waste and the environment. Past and present administrations in Oyo State have made several attempts to address the problems of waste management in the state. The establishment of the Oyo State Waste Management Authority (OYOWMA), has not significantly addressed the menace of waste disposal as heaps of refuses are still seen all over the state on daily basis. Inadequate funding, incompetent staff, people’s attitudes and ineffective monitoring/control mechanism are variables posing challenges to OYOWMA and as such, prompted this research. The study investigated the extent to which fund affects the efficiency of OYOWMA and the professional training status of staff of OYOWMA. We also verified the impact of people’s attitudes towards OYOWMA’s mandate as well as the impact of monitoring and control on the management of waste in Oyo State. Increment of the supplementary funds allocated to OYOWMA, regularization and staff wider participation in the training packages, merit and transparency in the recruitment exercises, among others, were recommended.
