Item Investigating the Activities of Economic Financial Crime Commission in Nigeria (2010-2019)(Lead City University, 2022-12-01) Ayoade OJETUNDEiv Abstract Corruption remains a pervasive problem in Nigeria, undermining public trust, serving as an obstacle to economic development, and eroding the social fabric of the nation. The whistleblower policy, implemented to encourage citizens to report corrupt practices, is a central anti-corruption strategy being used by the Economic and Financial Crime Commission (EFCC) in Nigeria. This study delves into the issues plaguing its implementation, including the fear of reprisals, inadequate protection for whistleblowers, and systemic barriers to reporting. Moreover, the research identifies a significant knowledge gap in the understanding of how the whistleblower policy operates in practice, as well as its overall impact on curbing corruption in Nigeria. In terms of methodology, the study used secondary sources of data collection such as newspaper editorials, journals articles, industry reports and existing information collected by other researchers. The findings of the study reveal that the pervasive nature of corruption across various sectors, hindering the nation's progress and tarnishing its reputation. Despite the implementation of a whistleblowing policy, fear of retaliation and lack of trust in authorities deterred potential informants. The study conclude that the current legal framework and enforcement mechanisms exhibited weaknesses that allowed corrupt practices to persist. The study recommend that the federal government should establish dedicated channels for reporting, ensuring that the identity of informants remains confidential throughout the investigation process. This study examined the efficacy of community involvement as a strategy for sustainable development in Southwestern Nigeria. Gaps in literature were filled from the perspective of community involvement on educational development, prevention of crime and control, delivery of primary health care and economic development. Communicative planning theory was adopted as a theoretical framework for this research. Survey research design was equally adopted for the study. The study population consisted of 46,706,662 domiciled in the six states. Multistage sampling method was adopted in selecting samples for inclusion in the survey. Out of the 137 local government area (LGAs) domiciled in the zone, 23% was conveniently selected across the 18 senatorial districts within the states, in which the population of the selected local governments per senatorial district was considered. A total of 9,216 community members were randomly selected across the 31 LGAs. Closed-ended questionnaire was administered to the sample community members where 84.8% of the research instrument was duly filled and returned. Descriptive and inferential methods of data analyses were employed on the data collected. Empirical results indicated that sustainable development in Southwestern Nigeria is positively and significantly influenced by community involvement strategy (F=384.516, p- value<0.05), with inclusion of educational development (F=55.971, p-value< 0.05), crime prevention and control (F=18.237, p-value<0.05), delivery of primary health care (F=14.439, p- value<0.05) and promotion of economic development (F=1.642, p-value<0.05). The study resolved that development ineffectiveness is attributed to the non-applicability of community involvement. The study recommends amongst others the need to involve the primary beneficiaries across every level of developmental projects as it promotes synergy between the development agencies and the people thereby eliminating ugly situations where such projects would not be adequately utilized. The ability of local governments to deliver services, their financial stability, and their administrative and managerial autonomy have all been crucial factors in Nigeria. Therefore, the study aimed is to investigate the local government operations, revenue generation and community development in Ogun State, Nigeria. The study was anchored on fiscal federalism theory, constitutional foundation theory, social capital theory and theory of empowerment. The study adopted the descriptive research design. The population of the study included all revenue generating means of Yewa South local government in Ogun State, 3 top executives of Yewa South L/G, Monthly Statutory Allocation to Yewa South L/G and three communities in Yewa South L/G in Ogun State. A sample size was selected using purposive sampling method to deal with different components of the study variables. From the findings, the study concluded that there is a substantial negative association between local government capital funding and rural development at the 0.05. Based on the findings, the study suggested that there should be sufficient fund by government and non-government organization. Local government should equally diversify, and strengthen her internally generated revenue base through tax, levies, rates and other charges. Avoid using IGR for political patronage. This makes it essential that they explore all options that can aid organizational performance. This study focus on how private sector can ensure employee performance by exploring the role of work experience. This study delves into the intricate dynamics of work experience and its influence on job performance within the private sectors of Nigeria's Southwest region. The research adopted a comprehensive approach, employing both primary and secondary data sources to explore this crucial relationship. The research designs adopted for this study is descriptive research designs. The study population is made up of employees of private organisations in Lagos and Ibadan. Purposive sampling techniques was used to select 120 employees. A structured questionnaire was used to collect the data. Descriptive and qualitative analysis was for data analysis. The study found that work experience has a direct positive effect on the employee job performance. In addition, work experience also has a direct positive effect on employees work commitment. However, it was also found that employees of private sector organisations often wish to move to the public sector because of perceived job security, improved welfare, and higher pay. This study conclude that work experience positively affects employee’s job performance in most private firms in Ibadan and Lagos. It was therefore recommended that private organisations should introduce initial strategies to improve. The ability of their employees to accomplish difficult work. A recurring decimal in Nigerian federalism is the issue of resource allocation and sharing of revenue between the federal.' government and the component units. The Nigeria physical federal arrangement is unique because by the nature of the Nigerian arrangement, the federal government controls all the resources, hence distributes revenue to the states and local governments based on criteria, which she determines. The problem, has always been there with which criteria should take precedence in the revenue allocation formula, public expression for a new formula that will favor them. Therefore, this study analysed the challenges of resource control and practice of federalism in Nigeria. The study utilized the Frustration - Aggression theory to describe the challenges federalism and resource control in Nigeria. The research adopted a descriptive research design. The findings of this research revealed that, leadership crisis, elite interest, revenue allocation formula, as well as corruption are some of the challenges of true federalism and resource control in Nigeria. The study concluded that fiscal federalism is very crucial for the functioning of any federal system. It is one of the key features of balanced federalism. The study recommended that, there should be a redefinition of the statutory roles of each tier of government and a modification of the current fiscal jurisdiction. The changes must be reflected in a new Nigerian Constitution if the country is to achieve fiscal sustainability, balanced development, and equitable distribution of the federation revenue in the years ahead. E-governance has become an integral component of modern public administration, transforming the way governments deliver services and interact with citizens. E-governance employs information and communication technology (ICT) to simplify and enhance government services, public service delivery, and administrative efficiency. This study focuses on the Ministry of Works and Housing in Oyo State, Nigeria, to assess the implementation and impact of e-governance initiatives on service delivery. Employing a descriptive survey research design, the study examines the perceptions and experiences of a sample population of 348 stakeholders, including government officials, employees, and citizens. The research finds that the Ministry of Works and Housing in Oyo State has made significant strides in adopting e-governance tools and practices. Digital platforms, such as online portals, mobile applications, and electronic document management systems, have been integrated into various service delivery processes. These technological advancements have streamlined operations, reduced paperwork, and improved the overall efficiency of the ministry. The study concludes that, e-governance has proven to be a transformative tool within the Oyo State Ministry of Works and Housing, leading to improvements in record keeping, accountability, transparency, and cost efficiency. The study further recommends that the Ministry should invest in training and capacity-building programs for its employees to ensure they are well-equipped to use e- governance tools effectively. This need can be met starting from the grassroot governance where the common citizens can experience the impact of the government, that is, at the local government level. The pace at which this can be achieved is basically hinged on the ability of the government to formulate appropriate policies and more importantly, on the effective implementation of the formulated policies at the local government level. Against this background, the study explored the importance of the roles of public bureaucracy in the implementation of policy at the local government level and obstacles inhibiting the effective implementation of the policies. In carrying out the study, secondary sources of data gathering were used and consequently, descriptive analytical design was adopted. The study was hinged on localist theory, participatory democracy theory and efficient theory. The findings revealed that there are some factors and circumstances that constitute serious obstacles to effective policy implementation in the local government in Nigeria. These factors, among others, include corruption, lack of sufficient materials and labour, ethnicity and undue political influence. Change of attitude on the part of those entrusted with the task of implementing public policies and governments or administrations in the country ensuring that there is continuity in policies and programmes despite change of governments are few of the recommendations made in order to overcome the obstacles and challenges and to reposition the public bureaucracy for effective implementation of policies. The implication is that sufficient precautions have not been taken to balance development objectives against the need to maintain desirable environmental quality for sustainable development by buying into the idea of responsive and simplified bureaucratic processes in dealing with citizens and businesses, hence this study investigated E-governance and Green Public Management for Sustainable Development in selected Agencies, Southwest, Nigeria. This study made use of primary data and adopted descriptive research design. The population was 340. The study used multistage sampling technique. Structured questionnaire and interviews (KII) were utilized for data collection of the study. Data generated were analysed using Statistical Package for Social Sciences (SPSS) version 24 (for the descriptive statistics) and SmartPLS version 3.3.9 (for the inferential statistics). A response rate of 97.4% was achieved for the selected employees. Findings revealed that E-governance implementation have significant and substantial effect on sustainable development on sustainable development with sufficient predictive quality (Adj R 2 =0.475, p=0.000, Q2 =0.195). Green Public Management has significant and substantial effect on sustainable development on sustainable development with predictive quality (Adj R2 =0.461, p=0.000, Q2 =0.207). E-governance and green public management has significant and substantial joint effect on sustainable development with sufficient predictive quality (Adj R2 =0.542, p=0.000, Q2 = 0.244) in the selected agencies, Southwest, Nigeria. This study concluded that e- governance and green public management has effect on sustainable development in the selected agencies, Southwest, Nigeria and recommended that government agencies should build institutional linkages across multiple governmental agencies that promote interconnectedness and strengthens the implementation of e-governance in public agencies among various socioeconomic and environmental activities across the country. The initiatives involve participation, in the formulation and implementation of various policies, schemes, programmes, innovations and directives for the provision of adequate finance and credit to the productive sectors of Nigeria with primary objectives of facilitating economic growth and development. The thesis is hinged on classical theory of political economy and commercial loan theory of liquidity. The theories claim adequate access to and inflow of finance and capital to productive sectors would increase the latter’s capital formation, productivity, and investment, whereas inadequate access to the finance and capital required by them would cause a decline in their productivity. The study adopted descriptive research design which accurately and systematically described the number of targeted population. The population of the study consist of beneficiaries of the central and Development Banks of Nigeria funding schemes. Purposive sampling technique was adopted to include all listed agro allied companies. The sample size was determined based on the available data from the statistical bulletin of the CBN. The descriptive and qualitative data interpretation methods were adopted. Findings showed that agricultural financing has a favourable influence on the beneficiaries' production and as a result the CBN’s interventions in the agricultural sector should boost income levels, reduce poverty, increase capital finance, and achieve high agricultural outputs. The study concluded that agriculture's development and transformation in Nigeria rely on ongoing public-sector involvement. Hence, the study recommended that targeted extensive support must be provided to poor farmers to improve their competitiveness and ensure they are not crowded out by the rich farm holders for the programme to be more effective. Also, adequate monitoring and evaluation mechanisms should be put in place to ensure that intervention programmes meant for poor households reach the intended beneficiaries and achieve desired impact. It explored the synergy between the traditional institutions and democratic government towards dissemination of government policies vis-à-vis improving the quality of life of people and ascertained the challenges affecting the utility of traditional institutions in community development vis-à-vis modern administration in Nigeria. The study used primary data sources. Key informant interviews (KIIs) and in-depth interviews (IDIs) were used for the study. Oke-Ila, Ifon Orolu, and Ode-Omu communities were purposively selected for the study. KIIs sessions were conducted for five chiefs-in-council in each community, using a purposive sampling technique totalling 15 participants. IDIs sessions were conducted for eight participants in each community selected using a snowball sampling technique totalling 24 participants. In all, the study used 39 participants. The findings showed that traditional institutions in local communities have influenced cultural values into current democratic governance in Nigeria through diverse community initiatives. Findings also showed that inherent conflicts in the local communities in the southwestern region of Nigeria is cantered mainly on land disputes, marriage conflicts, and political crisis and are managed through local mediations. The findings further showed that level of partnership between traditional institutions and government in terms of improving the quality of life of people in the local communities is relatively symmetrical in nature. The synergy was visible in social, economic, and political development. Lastly, findings showed that traditional institutions’ efforts at contributing towards inclusive grassroots development are laced with diverse challenges, such as lack of funds, lack of political power, lack of political neutrality of the traditional institutions, and insecurity. Thishas hindered the traditional institution’s utility towards inclusive development in local communities in Nigeria.The study concluded that traditional administrative institutions in Nigeria will enhance inclusive community development if given necessary considerations in the Nigerian administrative policy. The statement of the problem in this research study is to investigate how employee’s needs arise in such organization and the consequence that emerge when these needs are not satisfied. It is assumed that when employee’s needs are not satisfied, grievances emerge and this situation in turn affects job satisfaction, production and service delivery therefore, this study falls under organisational behaviour. Research questions were formulated to guide the major activities of this project in terms of methodology. This study is descriptive and explanatory. Survey methods have been used to generate data for analysis. The major findings of this research reveals that the most significant source of employee’s grievances in Nigeria includes non implementation of contract of employment and new standard of rules and regulations are setup without due consultation with the employees. Among others, the employees salaries are inadequate. Based on these findings, it is now recommended that there is need to bridge the communication gap between the management and the employees. One of the major way of doing this is to avoid alteration in the employment contract without due consultation with the employees. Besides, employees should be properly motivated with adequate incentives packages and salaries. Conclusively therefore, employees should in the other hand put in their best in actualization the aims and objectives of the parastatal they represent. This is the shared understanding which will ensure relative industrial peace in Nigerian Public Corporations.
